Hi all my beardie has a small wart like lump on his neck and it has skin attached to the top. I have made 2 vet appointments but they have little to no knowledge of beardies. He seems well and is eating.He does not like me to touch it.

Any ideas on what to do next

It has taken me a while but i have attempted to put link on via photobucket as recommended hope this works and u can make out the lump it has a white head almost like a spot !!! Vet not sure

It appears to be one of several things the vet may have already ruled out. A possible insect bite, a tick, or an infected or cystic scale. 
The question is what to do about it.
Try to judge if the area is tender, sore or responsive to touch.  Reptiles react to pain by being aggressive.  If this is what you see, then the area requires biopsy and most probably removal.  An infected scale requires only the removal of the one scale, or possibly two. they never grow back, but it will shed the infected "root" of the problem.  This should only be done by a vet.
If the area is not tender or responsive by aggression, i would leave it be.

i'm not sure i would interpret scratching as aggression.  Can you explain further.

If I touch it he will scratch at me with his hind legs but uf doesnt seem hurt him
