Is your dragon having trouble breathing?

I'm not sure if you mean feces (poop) or some debris/skin is stuck up there.  If it's a shed then I would recommend a bath to loosen it up, and only if it's ready to come off then carefully pull the "nose plug" out.  It's never a good idea to force shed skin off that is not ready as you could remove scales that are still hardening beneath the dull colored skin. 

If he actually got poop in his nose, I'd take a wet q-tip (cotton swab) and gently rub.  If it's lodged up there you *can* try to get it out yourself, however there is risk of hurting him using any type of pointed instrument.  My dragon, Thor, is very calm and I feel skilled enough to do such things as using tweezers or a toothpick to dislodge things such as this.  If you choose to do this, you do so at your own risk.  If your dragon is jumpy it's probably a bad idea to go in there with a toothpick (your dragon could lose an eye).

DO NOT TRY TO BLOW INTO YOUR DRAGONS NOSE as you could explode his lungs.

yeah theres actually feces in there  i tried takin out with somthin small it didint work i only picked like a little bit away deep in his nose but it didnt ome out i dont think he has trouble brething its only in one nostril too and theres not alot in there

you'll do more damage trying to get something out than if you leave it alone.  If his system sees it as irritating, it will expell it.

I'd say give him a bath and sprinkle a little water on his head.  I agree with the others, it should loosen on its own over time.

so i left him alone but i gave him a bath and  he hates water so i should leave him alone and how is it supposed to come out itself? and uh he hates water so would he be more scared of me now?

I'm sure that bearded dragons get all kinds of stuff in their noses in the wild.  Once it dries it should come out.  If not it will come out the next time he sheds.  The skin will come off his noes and form little nose plugs which will lift out the dirt or fecal matter that's trapped in there.  Dragons can mouth breathe so I wouldn't worry about it for now.

I would concentrate more on making sure everything else is right for your dragon, lighting temperatures and a large enough enclosure.  This will ensure less stress on your dragon.
