what are the best times to have the heat lamp and uv lamp to come on? ive got them coming on at 7.30 am until 9.30 pm just wonderin if this is ok. i also leave the heat mat on all nite and day any advice is much appreciated as im newbie thanx

Your times are fine if that works for you. Your dragon needs 10 to 12 hours of cooler temps and darkness for proper sleep, and you're providing that. I would suggest turning off that heat mat and not using one at all for your baby. Dragons don't sense heat well from below and easily become over heated and/or dehydrated. They do best when their heat comes from above in the form of bright white light. No night time heat should be used at all unless your home drops below 65*f. If it does get that cool, you can mount that heat mat on the side or back of the enclosure to bump temps a bit without putting your dragon in danger.

Is it best to keep the light/dark period the same all year? I have been leaving mine off longer during winter.

Personal preference and if you observe your dragon going to sleep earlier , then you can indeed cut back to a 10 on 14 off...My dragons tend to brumate in the winter months, so it's not much of an issue for me...

Yea mine too. I just want to make sure I have everything perfect b/c I finally have breeding age dragons.
